Yes this is actual wood chips being used for insulation in the attic. This was common practice prior to fiberglass and cellulose insulation installations. Do not confuse this with Vermiculite insulation. Wood chip insulation is not a safety hazard but is very inefficient. Wood chip insulation has an R value of R-1.4 per inch compared to R-3 per inch for fiberglass. The homeowners could double their R value efficiency by replacing this insulation with new blown fiberglass.
